As dictator Luis Berezan began to get increasingly weakened by old age and illness, the people in his country of Alcante finally saw it fit to start a long-awaited revolution against his regime. Luis Berezan and his wife Emelia fled the country – not without first, however, emptying Alcante's treasury – and sought asylum in the United States. In the US, they live a life in luxury, while the people in the bankrupt country they left behind starve. Jim Phelps and his team of agents get the assignment to locate and steal back the money originally stolen by the Berezans, with the purpose of returning it to the people of Alcante.
